You have to be a very special person to get a local price as a tourist. Half the time it requires no more than knowing how much the locals are paying and refusing to pay more. During low season that is very easy in Pattaya. During high season not so much. Simple supply and demand, the most basic market dynamics at work (Econ 101) or just google it.

In the places where I have established myself as a local I am not paying what tourists pay either. So, if you are doing the same as I do, then why do you care what the tourists are paying? I know I don't.
